This is the bit that I cannot get my head around.
Until we know more about this case I am reluctant to criticise the authorities. Adult children do run away from home and if the father told people who enquired after Elizabeth that she had run off to join some cult, I don't think they can be blamed for not wondering if she could possibly be bricked up in the cellar. It isn't the sort of situation which springs to mind IMO. However, the adoption of Elizabeths 3 children does concern me. If Austrian law permits children to be adopted without any checks as to whether or not the natural mother is aware of the adoption, and consents to it, then that certainly is a cause for concern. It's ironic that this all came to light because appeals were put out for Elizabeth to contact the hospital which was treating her sick daughter. Wouldn't the adoption of her children have been as important as this? Had the same efforts been made to trace Elizabeth as part of the legal process of adoption, the horror would have been brought to an end sooner.
